Purpose of RTC Drills

Record Training and Compliance (RTC) provides simulated workplace first aid drill design, facilitation, observation, documentation and practical feedback. RTC drills are intended to help organizations review workplace first aid readiness and identify possible opportunities for improvement.

Employer Responsibility

Employers remain responsible for determining and meeting all workplace first aid requirements that apply to their organization. This includes providing properly trained and certified first aid attendants, appropriate equipment and supplies, written procedures, effective communication systems and any drills or records required by applicable legislation or regulation.

No Certification or Compliance Determination

RTC does not provide first aid certification, Transportation Endorsement training, legal advice, medical advice or a formal determination of regulatory compliance. Participation in an RTC drill does not certify an individual, workplace, procedure or organization as compliant with WorkSafeBC requirements or any other legal standard. RTC is not affiliated with or endorsed by WorkSafeBC.

Simulated Drill Safety

RTC drills use simulated injuries and emergencies. Participants must not perform actions that could cause actual harm, including cutting clothing, administering medication, using invasive procedures or tightening a tourniquet on a simulated patient.

If a real injury, illness, emergency or unsafe condition occurs, participants must immediately announce “STOP DRILL — REAL EMERGENCY,” end the simulation and follow the workplace’s emergency procedures.

Observations and Recommendations

RTC observations, reports and recommendations are based on the circumstances visible during the drill and the information provided by the client. They are intended as practical guidance and may not identify every hazard, deficiency or legal obligation. Clients are responsible for deciding whether and how recommendations are implemented.

Client and Participant Responsibilities

Clients are responsible for providing accurate workplace information, identifying known hazards, ensuring the drill area is reasonably safe and advising participants of relevant procedures and limitations. Participants remain responsible for working within their level of training, certification, assigned duties and workplace procedures.

Official Requirements

Organizations should consult current WorkSafeBC requirements and obtain qualified legal, regulatory, medical or safety advice when needed. Official requirements take precedence over any RTC material, observation or recommendation.
